Notes from 11/13/13 Wards Corner Task Force Meeting

November 17, 2014

As always, thanks for Karen Mayne for the following notes:

The Greater Wards Corner Task Force Meeting

November 13, 2014

Council Members Barclay Winn and Terry Whibley were present.

Collins Group – Westport Commons Development

The Collins Group presented their current plans for the development of Westport Commons, which received City zoning approval in 2008.  The project will be located at the site of the soon to be demolished Riverside Terrace Apartments, located on Newport Avenue near Granby Elementary.  The revised development plans, which will need City zoning approval, now include a four story apartment building, townhouses, condominiums, a club house, pools, and pier/canoe launch.  The project will be built in phases, with construction of the apartments planned for March, followed by twelve of the townhouses, clubhouse, pool and pier.  The project will eventually be maintained by a homeowners association.

Police Reports

Police continue to get reports of car larcenies; many of these are when people either leave their cars unlocked or leave valuables in sight.

Reports of break-ins and vandalism by groups of youth are reported in the Wards Corner area and elsewhere around the City.  Police are investigating an incident where youths used a BB gun in random shootings.  In Denby Park, a group of very young children (10 and under) have vandalized buildings, some multiple times.  Police request that if school age youth are seen in the neighborhoods or shopping areas during school hours, call 911 so they can respond immediately.  They are working with Granby High on truancy issues.

Police also recommended that if panhandlers are seen in the area, to call 911 so they can respond immediately.

Public Utilities

Concern was expressed about the condition of the streets in the areas where the sewer, water and natural gas work has been done.  The roads will be repaved once Virginia Natural Gas completes its work.

Department of Development

At the Wards Corner Shopping Center, the podiatrists will be vacating their leased space for a new location at 35th Street.  The Pancake House plans to expand into the space.

The Farm Fresh property has been purchased by a Canadian investment firm.  Farm Fresh has a long-term lease on the building and will remain the tenant.

Community Reports

The public art project has been approved.  It will be located at approximately the location of the Wards Corner median sign on Granby Street.

The Wards Corner Business Association will meet monthly now that it has been reconstituted.  There were 21 business owners present at the last meeting.  A primary concern is crime and trash.

Collins’ current zoning allows for 385 multifamily dwellings which could either be apartments or condos.  There are currently 12 condos constructed in the northeast corner of the site.

The new proposal calls for 318 total units of which 180 are to be apartments, 68 townhouses, and 70 condos (including the already constructed 12 condos).

Public Art chosen for Wards Corner

November 7, 2014

The Arts Commission on Thursday, November 7, 2014, voted to recommend to the City that it build Gordon Heuther‘s design for public art in Wards Corner.

The art is planned to be located in the median of Granby Street at the location of the current gateway sign near the intersection with Suburban Parkway.

The art is constructed with a stainless steel base and a 1-inch thick acrylic with a historical map of Wards Corner applied to the inside surface.  While the art is shaped like the Wards Corner intersection of Granby St and Little Creek Road, it also can appear like a bird in flight.  It is planned to be 15 feet tall and have a 12 foot “wingspan”.

The art will be ground-lit with color changing LED lights.

In what was a very lengthy collaborative process with the artist, this final piece both excited and pleased the Wards Corner art commission subcommittee.  Look forward to construction to begin in the new year.

WC History: October 29, 1947 opening of Midtown Shopping Center

October 30, 2014

Images and text courtesy of the Virginian-Pilot:

67 years ago (October 29, 1947) 10,000 people crowded into the site labeled as the Midtown Shopping Center. Today, generally, we call the area Wards Corner – as many called it before the Midtown Shopping Center was constructed – and continued to call it after. Those on hand that evening witnessed the formal opening of the Shopping Center which was arranged by the developers, owners and operators of the 20-odd retail outlets there. The Principal speakers for the opening were Lt. Gov. L. Preston Collins, and the Norfolk City Manager C.A. Harrell. A second night of celebrations was scheduled for the 30th with an even larger crowd expected. Photos by Virginian-Pilot photographer Charles Borjes c/o The Sargeant Memorial Collection.

The Texas streets portion of Denby Park has, in the past, been referred to as the criminal cancer of Wards Corner.  The City of Norfolk is completing steps to finalize its third purchase of property in that area in an attempt to rid it of the substandard housing that attracts the criminal element.

The most recent purchase includes 88 units on San Antonio Blvd.  The addresses are: 352 San Antonio, 366 San Antonio, 369 San Antonio, 375 San Antonio, 7816, 7820, 7824 San Antonion, and 7812 San Antonio.

The city’s Department of Neighborhood Development is inviting the public to attend a community celebration on October 21, 2014 at 4:00 PM at 352 San Antonio Boulevard to celebrate the purchase and eventual demolition of the 88 additional units in Denby Park.

Expect brief remarks made by elected officials and members of the community.  Police/Fire-Rescue will be on hand cooking and serving food and refreshments so bring your appetite.

WC clean-up a success

September 15, 2014

wccleanMany thanks to Sheriff McCabe for having the inmate work crews clean-up Wards Corner last week.

They cleaned up Granby St from Little Creek Rd to Forest Lawn, the HRT transfer station  lot, and the City side of the exit ramps.

A total of 64 bags of trash was collected.  Thanks to Sheriff McCabe and Chief of Community Correction, Mike O’Toole or coordinating.  Thanks to the Wards Corner Business Association for beginning the effort as well!

Wards Corner updates

September 11, 2014

The following are some quick updates from the Wards Corner Task Force meeting held on September 11, 2014 at the Fitness and Wellness Center.

Utilities:

The new mast arm poles and traffic light signals at W. Little Creek Rd and Armfield Ave will be installed by mid – late October.

The new mast arm poles and traffic light signals at E. Little Creek Rd and the new Harris Teeter shopping center will also be installed by mid – late October.

Wards Corner Business Association:

A Wards Corner Business Association has been re-started thanks to the work and dedication of Elyse Kalfus.  The first meeting was held on August 19th and 14 of the businesses in Wards Corner were represented.  Top priorities of crime and trash were mentioned.

A cleanup has been arranged with the Norfolk Sheriff’s department and the Business Association is in touch with VDOT on cleaning up their portions of Wards Corner as well.

Norfolk Southern has also been contacted and has agreed to do a cleanup of their property in Wards Corner.

Kroger / Workforce Development Center property:

Everyone was reminded that the City has an option to purchase this property that was built into their lease for the Workforce Development Center.  This option comes up in 2015.  If the City has not found a development partner by then, the City needs to step up and purchase the property to preserve it for appropriate future development in the corridor.

Weigh in on Traffic Congestion around Wards Corner!

September 4, 2014

image002

Greetings –

The Hampton Roads Transportation Planning Organization (HRTPO) is requesting the help of the Wards Corner Now in identifying causes of congestion on major roads around your community.  As the federally-designated Metropolitan Planning Organization for Hampton Roads, we are responsible for transportation planning for the Hampton Roads area, and are required to identify the region’s most heavily congested roads and develop a series of strategies that help move people and goods around more easily.  This is known as Hampton Roads’ Congestion Management Process (CMP).

For the 2014 edition of the CMP, we’ve identified the 14 most heavily congested roadway segments in Hampton Roads, most of which we’re sure your familiar with, including the Hampton Roads Bridge Tunnel (I-64), I-64 between I-564 and Indian River Rd., and I-564 between International Terminal Blvd and Admiral Taussig Blvd.  We’ve identified what we believe to be their major causes of congestion, now we need your help by telling us if you think our observations are correct.  The reason we are asking for your help is simple:  Segments such as I-64 and I-564 serve as important arteries in your community, and is likely traveled by residents on a daily basis.  We need folks to share their knowledge with us on what they think is causing the traffic.

It’s easy to participate.  Simply click on the banner at the top of this message, which will take you to our survey page.  Once there, select the stretch of road you would like to offer feedback on. If you are familiar with more than one roadway, please feel free to take more than one survey. Your comments and suggestions will be incorporated into the final Report, which will then be made available to local planners, engineers, and decision-makers for their consideration when developing project proposals for these congested areas.  The deadline to make comments is September 19, 2014.

Again, your help in making this request available to members of your community to share their experience and assist in the Congestion Management Process in Hampton Roads is most appreciated. If you have any questions or we can provide additional information on this effort, please don’t hesitate to let us know.

All the best,

Brian Chenault

Frustrating lane closure at WC to end soon

September 3, 2014

Thanks to Ray Ransom and Freda Burns, both with the City of Norfolk, for their quick response to my inquiry about the lane closure on Granby Street in front of the new TowneBank.

The cause for the closure is a sewer line collapse under the sidewalk.  According to Norfolk Utilities, the sewer line has been replaced and final restoration should be completed within the next two weeks.
