Collins applies to build apartments rather than condos

Collins LLC, the developer of WestPort Commons (formerly known as WaterMark) on Newport Ave, just north of Granby Elementary, has applied to the City for a siteplan change.  The application is being made because Collins wants to build apartments rather than condos.  Collins blames the market for condos and condo financing on the need to change. The original siteplan called for six small condo buildings closest to Newport Ave and three larger condo buildings closer to the river.  One small condo building has been built thus far on the northeast corner of the property.  The change in siteplan will need to be approved by City Council.

The application that has been filed indicates that Collins wants to combine four of the original small condo buildings into one large apartment complex.  The apartment building will be situated against Newport Ave.

The apartments are to be called “The Landmark at Talbot Park”  and will include 1, 2, and 3 bedroom units.  As currently planned the apartments will not include a pool, tennis courts, or a clubhouse.

Collins presented their proposed plan at the May Wards Corner Taskforce meeting.  Some concerns that have been pointed out by those in attendance are: lack of amenities (pool, clubhouse, tennis courts), the appearance of one large, long, 4-story wall on Newport Ave, that Collins promised condos but now wants apartments, and the lack of greenspace.

The portion of the property closest to the river is not being developed at this time and the siteplan for that are will more than likely change in the future.

Is the tide changing for Wards Corner?

Is the tide changing for Wards Corner? Are we finally starting to get the needed attention from City Hall and City Council? Well to begin let me share with you the below quote taken from Mayor Paul Fraim’s State of the City Address given in early February of this year.

“More than $13 million has been invested in the Greater Wards Corner area since approval of the Comprehensive Plan.  Last year, police presence and code enforcement activities were stepped up, surveillance cameras installed in Denby Park, and a neighborhood watch begun with 60 residents participating.  As a result, violent crime in Wards Corner dropped 35% and property crime 6%.

Three residential rehabilitation programs were begun for Denby Park, Oakdale Farms and Monticello Village to assist residents in upgrading their homes.  The programs were so successful that within six months, the first $1 million was committed to 21 homeowners.  Another $1 million was committed this fiscal year to assist 40 homeowners, and there’s already a waiting list for next year.

On the commercial side, the department of development is in active discussions with major property owners in the heart of the Wards Corner business district, and we expect new development opportunities to be identified later this year.”

While we could argue that the points mentioned above were a part of the overall funding to neighborhoods city wide, nonetheless this year’s address marked the first time that Wards Corner was mentioned in several paragraphs and not just in a fleeting sentence in the Mayor speech. That’s progress. While I know we have always been on the radar screen (although even though it may only have been a small blip) maybe this is indicative of a turning point for Wards Corner.

Mayor Fraim has now opened his campaign headquarters in our Civic League area at the corner of Maycox Ave. and Granby Street (in the old Cleaners store). I may be wrong but I don’t ever remember a time when any person running for elected office located their headquarters in the Wards Corner area, at least not those running for city council. Is this a sign of a changing attitude toward Wards Corner? Or is this only a political move to get our vote? I want to believe it represents a changing view of the importance of Wards Corner as a gateway to Downtown. Our area represents a strong, solid and important voting block in city elections. In addition to this, Mayor Fraim will hold his kickoff campaign reelection party at the Hellenic Center in Wards Corner. Is this yet another indication of our importance!?

We have four candidates running for election to fill the council seat in Ward 1. Three of those candidates have mentioned that Wards Corner is a priority for them and one even lives in our Greater Wards Corner area. Are they running on the Wards Corner issue to get our vote or are they sincere? I don’t know about two of them but I know and believe one of them. Andy Protogyrou has mentioned that he wants to be an advocate and champion for Wards Corner. I believe him and I have endorsed him as the best candidate for Ward 1 and Wards Corner. I usually don’t endorse candidates but I am doing so this year for this election because it is so important for our area.

Dr. Robinson recommends an adjustment in Partnership’s direction

Dr. Brad Robinson,  not being able to make a special Wednesday morning  meeting of the Wards Corner Partnership, wrote the following email to give his input:

Unfortunately I cannot be at the meeting on Wednesday (patient care); so here is my input.  I know you all are passionate and dedicated to see this through, no one is more committed than me. No, I am not “proud” of Wards Corner as it looks today but I am a property owner and a home owner in WC and I will continue to work diligently for its improvement. What is holding Wards Corner back is the lack of a “Big Fish”; someone with deep pockets AND the desire to go in and take the risk of several million dollars to redevelop Wards Corner. Once the first fish comes in the others will follow.  Remember, Mrs. Dallas was offered 12 million dollars for her corner 10 years ago and turned it down.

 

I agree with you that things are not moving forward as fast as we would like but we must be careful not to gather a lynch mob against Barclay, Don and Theresa. Reading an inflammatory letter in a public setting was like an ill-advised intervention and is not going to change the city’s behavior toward us.  In fact, I’ve seen the results of that type behavior from previous Wards Corner leadership.  I would argue that is one of the reasons we have had such slow progress here and we are still may be paying for it.  Praise in public and chastise in private. If you have a beef with our council people get on the phone, make an appointment at their office or grab them after a meeting in private but not in a public setting.  No one wants to be “spanked” in front of other people.

 

I have no problem reorganizing the task force back to committee structures if you think that is the answer.  In my opinion there won’t be any major changes in the Wards Corner business district until the property owners decide to pull the trigger and sell or tear down the shopping centers and start over. According to Chuck Rigney, once a developer comes to them with a plan, the city will use all of its resources to see it happen. I believe him.  Unfortunately the current economic market makes this next to impossible. Unless the city owns the property there isn’t a whole lot they can do. 

 

As far as businesses moving out of Wards Corner, it isn’t because of the crime necessarily, it is because there are better opportunities elsewhere from a construction/structure stand point.  Businesses are offered only short term leases with little support from property owners (you have to do your own build out).  Look at the business that left; Wherehouse Music (that type of store is fading fast – see Virgin Records at Disney World…gone!), the Hispanic store on Little Creek (illegal activity), the rent to own store in the Perry Property (dying business), the real estate office on Granby, (market shakeout).  The reason the Sport Zone left had little to do with the prostitutes and gun shots;  they were plagued with shoplifters and they had a better offer in Ghent.  The stores on the Dallas side….. well, we know the problem there.  So get ready, it may get worse before it gets better.  Unfortunately, these are factors completely out of our control. 

 

What we DO have control over is reporting crime and code violations to the police and public works departments respectively. Then we have to hold their feet to the fire to rectify the violations.  I believe the continuous updates from the people in Denby Park led to the money currently being spent in Denby Park and Monticello Village.  We need to keep providing our opinions but in a more appropriate manner (to say NOTHING has been done in Wards Corner is disingenuous). 

 

I believe the beautification and infrastructure committees have done a good job creating workable plans for Wards Corner and the Wards Corner Now web site if utilized properly is a strength.  The city did buy the Alexis Apartments (paid way too much for them) and it would be nice but improbable for them to buy up large pieces of property in  Denby Park.  Losing Marcus to Richmond definitely set us back.

 

From my perspective, I’ve seen a lot of complaining and very few solutions from the citizens of the task force.  I would suggest you list your concerns and define workable solutions. Then communicate those desires firmly but professionally.  I know when I am nagged I am less likely to capitulate.  

 

A lot has changed economically and politically since the development of the WC Comprehensive Plan. We need to regroup and move forward in a positive fashion. Yes, there have been mistakes and missed opportunities along the way but whining about them will not change the realities of today. Don’t forget the comprehensive plan suggested we focus on the fringes first (DP and Tittustown) then the core will follow.

 

Lastly, if you believe some or all the council members need to be replaced; don’t talk about, do it.

 

Just my opinion,  I may be wrong.

Department of Public Works update

June 13, 2008

The following information update was handed out at the June Ward’s Corner Taskforce meeting and was provided courtesy of the Department of Public Works and Assistant Director of Public Works, Alice Kelly.

Discussion and Action Items

1.    Traffic Signal update (Little Creek & Granby) & (Little Creek and Farm Fresh Entrance)

Upgrading signal at Little Creek Road and Granby and Little Creek and Farm Fresh entrance and associated ADA work. New signals are fully operational.  jrs 6/2/08  Street name signs to be installed within 10 days.  Street lights at intersection to be installed by Dominion Virginia Power within 30-60 days.

2.    Thole Street Traffic Calming Improvements

New landscape medians along the 300 & 600 Blocks of Thole St.  Bids received May 20th.  City to award contract upon VDOT approval. Construction to begin late July.  Contract completion time is 45 days.  hlr 6/4/08

3.    Curb Ramps    Wards Corner ADA Improvements
Phase III(B) work complete  arb 6/4/08
CDBG funding allocated for curb ramps at roadway intersections throughout Titustown.  Plans being finalized and public advertisement scheduled for June with construction to begin late summer. arb 6/4/08

Norfolk to buy Alexis Apartments

March 19, 2008

City Council voted last night to purchase the Alexis Apartments in Titustown for a total of 2.4 million dollars.  The apartments on the north side of W. Little Creek Road will be purchased first and the apartments on the south side of W. Little Creek Road will be purchased after the City Council has an opportunity to allocate funds in the upcoming budget.

The apartments at 1210 W. Little Creek Road (north side of W. Little Creek) will be purchased for $960,000 and the closing date will be as soon as the terms and conditions of the Purchase and Sale Agreement are met.  The apartments at 1227 and 1229 W. Little Creek Road (south side of W. Little Creek) will be purchased for $1,440,000 and the closing date will be as soon as possible after July 1, 2008.

The Purchase Agreement does state that all leases for all apartments must be terminated by the closing date of the 1227 and 1229 properties.

According to the Virginian-Pilot article, it is likely the Titustown Recreation Center will use a portion of the property to expand its parking.


Wards Corner Task Force meetings characterized as “shouting matches”

Staff writer Harry Minium has characterized some Wards Corner Task Force meetings as “shouting matches” in his what’s in a name” article in today’s Virginian-Pilot. Having attended most Wards Corner Task Force meetings, I have never experienced a “shouting match”; must have happened at a meeting, that I missed.

After discussion with several of the citizen members of the Wards Corner Task Force, it has been decided to hold the regularly scheduled meeting as planned for Thursday February 14th at 8:30 am at the Norfolk Fitness and Wellness Center, 7300 Newport Avenue, without the presence of the Council and City Representatives who cancelled the meeting. The agenda for the meeting will be to finalize our action plans/strategy as discussed and agreed upon at the last Tuesday Greater Wards Corner Partnership meeting. See you there.”
