The Lincoln Institute of Land Policy in it’s winter 2008 journal has presented an interesting alternative to eminent domain. Since eminent domain is pretty much off the table for the Norfolk Redevelopment and Housing Authority to use as a tool to spur redevelopment of Denby Park and property along Ashlawn Drive, they need to consider other strategies of land assembly.
